Mormon's teaching in Moroni 7 about prayer is instructive. He teaches that the lack of real intent to do good "profiteth nothing." Proper intent, not just free choice, is required for flourishing. Thats why the use of force by the state couldn't create a virtuous people even if it wanted to. The coercion would deprive the person of the necessary conditions for righteousness.
